(b) Actions to Solve the Issues

  1. Audit and Investigation:
    • Conduct a comprehensive financial and performance audit of the Panchayat’s MGNREGA records.
    • Identify misappropriated funds, fictitious beneficiaries, and irregularities in muster rolls.
  2. Regularization of Job Cards:
    • Verify eligibility of all job card holders and issue/revoke cards based on actual need.
  3. Digitalization and Transparency:
    • Implement digital muster rolls, direct benefit transfers (DBT), and geo-tagging of works to reduce human interference.
    • Publish beneficiaries, works, and payments online for public scrutiny.
  4. Corrective Payments:
    • Release pending wages to genuine workers immediately.
    • Recover misappropriated funds through legal action against responsible persons.
  5. Capacity Building:
    • Train Panchayat officials in proper accounting, work supervision, and adherence to MGNREGA guidelines.
  6. Community Participation:
    • Enable social audits and Gram Sabha oversight to prevent recurrence of mismanagement.

 

(c) Dealing with the Situation

I would take firm, transparent, and ethical action combining administrative vigilance, legal compliance, and community engagement. By holding accountable those responsible, streamlining processes, and empowering beneficiaries, the program’s credibility and efficiency would be restored. This ensures justice to the rural poor, accountability in governance, and integrity of public resources, aligning with the spirit of MGNREGA and constitutional mandates.
